Domiciliary care and supported living tenders.
Home care, supported living, extra care schemes, community support and reablement. The highest-volume corner of social care procurement, and the most competitive.
Why these are hard to win.
Home care frameworks routinely attract triple-figure submissions. One Bedfordshire framework we hold the letter for received 154 tenders and admitted 44.
At that ratio, a fluent, sincere, unevidenced answer is not a near miss, it is nowhere. Every provider claims person-centred care and robust safeguarding. The scoring gap opens on who can attach numbers, named roles and timescales to those claims.
Ranking matters as much as admission. On zonal and lot-based frameworks, referrals flow down the list in order. Scraping onto a framework in position 38 of 44 can mean a place on paper and almost no call-offs in practice.

The questions that decide it
Six themes carry most of the weight.
Wording varies by authority. The underlying tests rarely do.
Capacity & mobilisation
Can you actually staff the hours from day one? Recruitment pipeline, geography, travel time, and what happens if referrals arrive faster than forecast.
Continuity & call completion
Missed and late calls are the metric commissioners have been burned on. They want your real figures and your escalation route, not a promise.
Safeguarding
Named safeguarding lead, thresholds, timescales, local authority interface, and evidence of a real case handled well, anonymised.
Outcomes
Strengths-based practice, reducing package size where appropriate, and how you measure it. Commissioners are buying independence, not hours.
Workforce
Retention rate, training matrix, Care Certificate completion, supervision frequency, pay above minimum, and travel time paid.
Quality assurance
Audit cycle, spot checks, feedback route, complaints handling, and how a finding actually changes practice rather than being logged.
Worth a look
Extra care is the one most providers overlook.
Extra care housing puts an on-site care team into a scheme of self-contained flats for older adults. The local authority commissions the care, the housing provider owns the building, and the two are usually tendered separately.
It is worth bidding for three reasons. The fields are smaller than mainstream home care, often a dozen bidders rather than a hundred. The hours are block-commissioned rather than call-by-call, so the income is predictable and there is no travel time eating your margin. And because the residents are in one building, the staffing model is far easier to evidence convincingly.
The catch is that panels want to see you understand the difference between extra care and a care home. Residents hold their own tenancy, they can refuse support, and the answers have to reflect that. Providers who submit residential-style answers here score badly.
- On-site modelCore hours, night cover, and how the on-site team flexes as needs change
- TenancyRespecting that residents hold tenancies and can decline support
- ResponseEmergency call response times within the scheme, and falls management
- WellbeingActivities, isolation reduction and community within the building
- PartnershipWorking alongside the landlord and scheme manager without duplication
- Step-upIncreasing support to avoid a move into residential care
Evidenced
Domiciliary and supported living awards on file.
Providers anonymised; authorities and contracts are public record.
Independent Living Support Service framework
Awarded under Lot 4, Domestic Care. The same submission was unsuccessful on three other lots: a reminder that lot selection is a strategy, not a formality.
Supporting Vulnerable Adults DPV, Supported Living
Admitted at Selection Questionnaire Stage 1 of a dynamic purchasing vehicle, Category 1, Round 3.
Care, Support, Housing & Community Safety framework
Successful across five lots in a single application, care at home, live-in, and three specialist support-at-home categories.
