Bid writing · Specialism
Supported housing and temporary accommodation.
Housing-related support, floating support, TA frameworks, dispersed accommodation and rough sleeping initiatives. Support and property in the same submission.
Two bids in one document.
Housing tenders ask you to evidence support quality and property management at the same time, and providers usually answer one well and the other badly.
A support provider writes beautifully about strengths-based keywork and then loses marks on void turnaround, repairs response times and rent collection. A housing provider does the reverse. Panels weight both, because a commissioner who places someone into a property with a three-week repair backlog has a problem regardless of how good the keyworker is.
Temporary accommodation has its own pressure: councils are under statutory duty and severe budget strain, so evidence of speed and cost control carries more weight than in any other social care procurement.

What panels probe
Six themes across support and property.
Property standards
Decent Homes compliance, gas and electrical certification, fire risk assessments, and how you evidence the whole portfolio rather than a showpiece unit.
Void turnaround
Days from notice to re-let, with your actual figure. Councils under homelessness duty count this in bed nights and money.
Support planning
Strengths-based keywork, co-produced plans, and outcomes measured against a baseline such as the Outcomes Star.
Move-on
Where people go next and how long it takes. Commissioners are buying flow through the system, not occupancy.
Safeguarding & ASB
Managing risk in shared accommodation, neighbour relations, exclusions policy, and evidence of a tenancy saved rather than ended.
Rent & benefits
Housing benefit and exempt accommodation status, arrears management, and the financial model behind your unit price.
Straight answer
Exempt accommodation is under scrutiny.
Following the Supported Housing (Regulatory Oversight) Act 2023 and the licensing pilots, councils are asking harder questions about exempt accommodation and enhanced housing benefit claims than they were three years ago.
If your model relies on it, expect to evidence the care, support or supervision you provide in detail, and expect the panel to check it against the claim. We will tell you if your submission would not survive that, before you spend three weeks on it.
- Care, support or supervisionNamed, scheduled and recorded, not described in general terms.
- Hours actually deliveredRotas and case notes that match what the claim implies you provide.
- More than minimalThe legal threshold. Weekly wellbeing calls will not carry a claim.
- Housing management splitWhich activity is housing management and which is support, stated clearly.
Councils are cross-checking claims against delivery. Assume yours will be.
